The State of Connecticut’s male black & Latino prison population more than doubles that of whites. 50% of the male prison population in this state comes from Hartford, New Haven & Bridgeport. The Hartford Courant wrote a love letter to CT Department of Correction Commissioner Theresa C. Lantz in the form of a March 3 article on her reentry programs while using a Pew study to “back it up”.
