		<description>Could be.  The reason I wrote this is because of what I read in the papers last week: for more than a year, the prison authorities would not allow Avelino Gonzalez-Claudio proper medical treatment.  Then, a month before he returned to a Hartford court on February 5th, he got the neurological test he needed.  Under a plea deal, he will face seven years in prison and a $10,000 fine for his role in the 1983 Wells Fargo robbery.

I also have a distinct memory of an early-morning call sometime around 1983 to come to the Federal Building where there was a protest against the government&#039;s repressive response (maybe they were bringing in a suspect).  

There were military types heavily armed, in black, on the roofs of the surrounding buildings.  It was the first time I had seen that in Hartford. Leaves an impression.</description>

The undeniable fact is that Hartford has the highest poverty rate in the nation and no attempts to spin the numbers will change that.</description>
